Good point Rolf. I went through and added my ID to all of the fields in the security section (administrators and programmability restrictions). Rebooted the server, tested an agent:
Agent will not run. LotusScript/Java Restrictions on 'CN=BigSilver2/O=Home' do not contain 'CN=Adam Notesguy/O=Home
